Director of Administrative Services

Full-Time | Exempt | Salary Commensurate with Experience

Position Overview

The Director of Administrative Services is a key leadership role within the Town Manager’s Office. This individual is responsible for overseeing a wide range of administrative functions including human resources, procurement, budget support, records management, information systems coordination, and interdepartmental operations.

The Director serves as a liaison to Town Boards and Commissions, manages confidential personnel matters, and provides day-to-day support to ensure smooth and responsive governance. In the absence of the Town Manager, the Director may be authorized to assume key operational responsibilities, as outlined in the Town Charter.

Key Responsibilities

Human Resources & Personnel Administration

  • Oversee town-wide HR functions including recruitment, onboarding, benefits, and policy guidance.
  • Maintain accurate personnel files and ensure confidentiality.
  • Coordinate compliance with labor agreements, EEO standards, workers’ compensation, and unemployment services.
  • Assist with collective bargaining and union-related matters.

Municipal Operations & Project Coordination

  • Manage cyclical projects such as the Annual Report, CIP, Operating Budget, and Town Meeting preparations.
  • Track key deadlines and support interdepartmental communication.
  • Provide administrative support to the Town Manager.

Records Management & Public Information

  • Maintain records in compliance with public records laws and FOIA.
  • Coordinate record storage, archiving, and disposal.

Procurement & Budget Support

  • Administer purchasing and procurement processes in accordance with policies.
  • Prepare purchase orders, review invoices, and assist with budget monitoring.

Technology & Infrastructure Support

  • Coordinate IT purchases and vendor support.
  • Maintain hardware/software inventories and support systems.
  • Administer communication and building security systems.

Board & Commission Support

  • Serve as a liaison to assigned Boards and Commissions.
  • Assist with Board of Selectmen meeting preparation.

Leadership & Representation

  • Foster interdepartmental and Board of Education relationships.
  • Serve as Acting Town Manager when authorized.

Minimum Qualifications

  • Bachelor’s degree in Public Administration, Human Resources, Business Administration, or a related field, or any combination of education and experience deemed acceptable by the Town Manager.
  • At least 5 years of progressive administrative or managerial experience, preferably in municipal or public-sector settings.
  • Knowledge of HR management, procurement, local government operations, and budgeting.
  • Strong written, communication, and interpersonal skills.
  • High proficiency in Microsoft Office and ability to learn municipal systems.
  • Ability to handle confidential matters professionally.

Preferred Skills & Attributes

  • Familiarity with Connecticut municipal procedures and laws.
  • Experience supporting elected officials and public boards.
  • Excellent organizational skills and ability to manage competing deadlines.
  • Customer-service orientation and collaborative mindset.

Part-Time Library Assistant Douglas Library of Hebron

The Douglas Library of Hebron is looking for a Library Assistant I to assist us as we work to provide a welcoming, safe, and diverse environment for the members of our community. Ideal candidates will be technologically-savvy, passionate about providing excellent customer service, and can work independently and in groups. This position requires the ability to answer questions in person, on the phone, and through digital means. The Library Assistant I will need to interact with all age levels, be able to perform circulation functions using an automated system, shelve library materials and maintain shelf order. Must be comfortable with MS Office, web services and consumer electronics. Requires a high school diploma or equivalent; relevant work experience preferred. Starting wage is $16.35 per hour. Nights and Saturday availability a must; 14 hours a week with occasional opportunity for more. Senior Services Dial-a-Ride Driver

The Russell Mercier Senior Center in Hebron is seeking a part-time dial-a-ride driver providing senior and adult disabled transportation utilizing a car, and 6, 10 and 20 passenger handicapped accessible buses to the Senior Center and to various activities of daily living in town and the surrounding areas. Driver must hold a valid Connecticut Driver License; CDL Class C preferred, Passenger Endorsement (Endorsement F) is required. Dial-a-Ride service is typically available Monday through Friday. Drivers are typically scheduled in accordance with transportation needs. Starting rate $18.00 per hour with no benefits. PART-TIME POLICE OFFICER

The Town of Hebron is seeking applicants for the position of Part Time Police Officer.   All applicants must have a current POST certification and be available to work days, evenings, nights, holidays, and weekends, with the majority of shifts to be evenings and nights. PREP- Before and After School Childcare Worker Hebron Parks & Recreation Department

The Town of Hebron Parks & Recreation Department is seeking a PREP Before and After School Childcare Worker to act as a positive role model and provide guidance and leadership.  Under the direction of the Hebron Parks and Recreation Department’s Recreation Supervisor, the Before and After School staff is responsible for planning and implementing games and activities, serving snacks, and interacting with children grades Pre-K through 6th, and their families.  Hours are to include some mornings and or afternoons as well as early dismissal days and school vacation days.

PREP care hours are Monday through Friday:

AM Care- 6:45 a.m. – 8:15, 8:30 a.m.
PM Care- 2:30 p.m. – 5 p.m.
PM Extended Care- 5:00 p.m. – 6 p.m.

The staff schedule is set by the Recreation Supervisor and is subject to change.  Applicants must be responsible and reliable, working independently as well as with a team and providing a safe, caring, and enriching environment.
