Sealed Bids for RFP# 2020-06 RHAM Campus Improvements will be received by the Town of Hebron at the Issuing Office until 11:00 AM local time on Wednesday March 11, 2020 at which time the Bids received will be publicly opened and read aloud. The Project consists of the construction of parking lots, driveways and sidewalks.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.
The Issuing Office is the Office of the Town Manager, 15 Gilead Street, Hebron, Connecticut 06248. Prospective Bidders may examine the Bidding Documents at the Issuing Office during normal business hours.

A pre-bid conference will be held at 11:00 AM local time on Wednesday February 26, 2020 at Meeting Room, first floor Town Office Building, 15 Gilead Street, Hebron, Connecticut. Pre-bid conference attendance is encouraged but is not mandatory.
Bids must be accompanied by a Bid Bond or a certified check in the amount of five percent of the Bid.
The successful Bidder will be required to provide Performance and Payment Bonds each in the amount of one hundred percent of the Contract Price.
This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The Contractor must demonstrate good faith effort to meet the 25% set-aside goals.
The successful Bidder shall comply with the requirements of Prevailing Wage Rate Laws in accordance with Section 31-51 of the Connecticut General Statutes.
Bidders are advised that both the Department Of Administrative Services Prequalification Certificate and Update (Bid) Statement must accompany the bid if the bid exceeds $500,000. (C.G.S. 4b-91 as amended).
The Contract Documents require affirmative action of the Contractor and any subcontractors to ensure equal employment opportunity as noted in Governor’s Executive Orders 3 and 17.
The Owner is exempt from payment of Sales and Use Taxes on all materials and equipment to be incorporated in the Work. These taxes shall not be included in the Bid.
Unless provided for by the Instructions to Bidders, no Bid may be withdrawn until sixty (60) days after the Bid Opening. The Town reserves the right to: reject any or all Bids; waive informalities or defects in Bids; make extensions to review Bids; and accept the Bid(s) that, in the Town’s judgment, will be in its best interests.

Hebron Elementary School Drinking Water Remediation Project
Clerk of the Works
The Hebron Elementary School Drinking Water Remediation Building Committee on behalf of the Town of Hebron and the Hebron Board of Education is soliciting Request for Qualifications (RFQs) and Request for Proposals (RFPs) from individuals to fulfill the role as the “Clerk of the Works.”
RFQ/RFQ packages are available at the Town Manager’s Office, 15 Gilead Street, Hebron, CT 06248, by calling 860-228-5971 x122, on the Town of Hebron website here: HES RFQ 2020-07 Clerk of the Works or on the CTDAS website at www.biznet.ct.gov. An original and six (6) copies of the sealed Statement of Qualifications/Proposals must be received in the Town Manager’s Office, in envelopes plainly marked “RFQ/RFP Hebron Elementary School Drinking Water Remediation Project Clerk of the Works RFQ/RFP # 2020-07” by 2:00 p.m. on Thursday, March 12, 2020. The Town of Hebron reserves the right to accept or reject any and all Statement of Qualifications/Proposal, or any part thereof, if it is in the best interest of the town.
