Sealed Bids for construction of the “Town of Hebron Water Pollution Control Authority Phase I Pump Station Upgrades” will be submitted to Andrew Tierney, Town Manager, Town of Hebron, 15 Gilead Street, Hebron, Connecticut 06248, until 2:00 pm local time on Thursday, December 3, 2020. Bids submitted after this time will not be accepted. Bids will not be opened in a public bid opening. Bids will be opened by the Town Manager and summarized and posted at the Issuing Office below. Each bidder must submit a sealed envelope, the outside of which must be clearly marked “BID ENCLOSED – TOWN OF HEBRON WATER POLLUTION CONTROL AUTHORITY PHASE I PUMP STATION UPGRADES,” and include the bidder’s company name and address.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis. Bids will be compared and awarded on the basis of the Total Bid.
The Issuing Office for the Bidding Documents is the Wright-Pierce Online Plan Room (www.wright-pierce.com/projects). Prospective Bidders may examine the Bidding Documents at the following locations:

- Wright-Pierce Online Plan Room (www.wright-pierce.com/projects )
Bidding Documents may only be obtained in PDF format on-line at www.wright-pierce.com/projects . Interested parties will be furnished one PDF download set of Bidding Documents at a cost of $50 per download.
To be considered a responsive Bidder, the Contractor shall have obtained at least one set of Bidding Documents from the Issuing Office. The Bid will not be awarded to a Bidder unless a record for obtaining at least one set of Bidding Documents exists in the Issuing Office. To meet this requirement and to establish the record of receipt, a prospective Bidder must obtain Bidding Documents using the name that is to appear on the Bid Form.
A mandatory pre-bid conference will be held at the Douglas Library Community Room, 22 Main Street, Hebron, Connecticut 06248 on Wednesday November 18, 2020 at 10:00 am. Attendance is mandatory and participation is encouraged. Attendance by Subcontractors, while encouraged, is not mandatory.
The Work involves comprehensive upgrades to four (4) sanitary pump stations and also installing new emergency generators at four (4) other sanitary pump stations. Pump stations are located in Hebron, CT. The Work includes the construction of new structures and buildings, the renovation of existing structures, providing site piping, process equipment, instrumentation, mechanical, and electrical systems, completing site work improvement, and the demolition of existing equipment, structures, and systems.
The successful Bidder is required to comply with all provisions of the Civil Rights Act of 1964, the Equal Opportunity Act of 1972, Executive Orders #3, No. 17, 11246, 11375 and 11478. Contractors shall comply with State Statutes concerning Employment and Labor Practices and Section 31-53 of the Connecticut Statutes, as amended (Prevailing Wages).
A completed Bid Form and attachments listed therein must be submitted with the Bid. Bid security shall be furnished in accordance with the Instructions to Bidders. The Bid Security may be either a proposal guaranty bond executed by a surety company authorized to do business in the State of Connecticut, or a certified check drawn upon a bank within the State of Connecticut. Bid Security shall be made payable to Town of Hebron, Connecticut. Bids submitted without Bid Security will not be considered. No Bid may be withdrawn for 60 days after receipt of Bids unless released by the Owner.
The Town of Hebron reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the Town.
