The Connecticut Department of Transportation is announcing the start of Construction on the project to replace the culvert under Route 85 (Church St.) at the Airline Trail crossing 0.4 miles north of Niles Road Hebron. 

Body of the Message

The project to replace the culvert Route 85 (Church St.) at the Airline Trail crossing 0.4 miles north of Niles Road Hebron will begin on December 4, 2018.  Arborio Corporation of Cromwell, CT has been selected to perform the work as an Emergency Declaration Construction will involve a closure of Route 85 to remove a failing culvert and install the new culvert.  The roadway is expected to be closed for 12 days. Additional daytime lane closures may be required to complete off-road work.

The Airline trail is currently closed at this location and will open upon completion of the roadway work.

LANE CLOSURE INFO

Traffic shall be routed around the work area by use of a detour. The detour shall be implemented using Route 16 to Route 207 if headed north from Colchester, and Route 207 to Route 16 if headed south from Hebron. This detour shall begin on December 4, 2018 and should be completed on December 15, 2018. After the closure, traffic will be maintained on one 11 ft lane using alternating traffic under stop sign control. 

Motorists are urged to obey the posted speed limit and to proceed with caution through this and all other construction work zones.

This is the weekly update for customers of Connecticut Water’s Hebron Center, Mill at Stonecroft and Country Manor Water Systems
• The tests to determine the available water from the wells recently drilled on land off Wall Street are complete. We are now evaluating water quality and the feasibility of using the wells as an additional source of water supply.
• The installation of a permanent connection between the Country Manor and Hebron Center water systems is progressing.
• We continue to discuss our progress with town officials and are committed to keeping them up to date. Thank you for patience and your continued cooperation with the ban on outdoor water usage. We know that this has been an inconvenience for many customers.

The following is the weekly update for customers of Connecticut Water’s Hebron Center, Mill at Stonecroft and Country Manor Water Systems:

• Yield tests to determine the potential output of 3 test wells recently drilled on land off Wall Street are still in progress.
• You may recall a temporary water line connecting the Country Manor and Hebron Center water systems was installed last summer to help address the supply situation. We have received authorization from the Connecticut Department of Public Health for a permanent connection between the two water systems and that work will begin this week.

We appreciate your continued cooperation with the ban on outdoor water usage. We thank you for patience, and we are committed to resolving the water supply issue as soon as possible.

A nine member Hebron Charter Revision Commission has been appointed by the Board of Selectmen.  The Charter Revision Commission has held its first meetings and is seeking public input.    Have you identified any issues with our current Charter that you believe can be improved?  Are there any concerns you have which you feel need to be addressed by our Commission?

Residents are encouraged to attend any meeting and express their opinions or comment on the Hebron Charter, which review is anticipated to be completed and voted upon at the November 2019 election. 

Regular Meetings are scheduled as follows:  November 7 & 21, December 5 & 19, 2018;  January 2 & 16, February 6 & 20, March 6 & 20, April 3 & 17, May 1 & 15, June 5 & 19, 2019.  Meetings will be held at 7:00 p.m. at the Hebron Town Office Building unless otherwise warned.

TOWN of HEBRON Honored with Sustainable CT Certification

The Town of Hebron is one of the first Connecticut municipalities to achieve certification as a Sustainable CT community.  The town met high standards in a broad range of sustainability accomplishments to qualify for the prestigious BRONZE certification. 

Sustainable CT, a statewide initiative that supports and recognizes sustainability action by Connecticut communities, was launched last year and announced its first group of certified towns this week.  In its application for Sustainable CT certification, the Town of Hebron demonstrated significant achievements in actions in nine sustainable impact areas ranging from thriving local economies and vibrant arts and culture to clean transportation and diverse housing.  The Town of Hebron successfully completed actions included 16 actions in 9 categories for a total of 210 points.

“This award showcases Hebron as a Sustainable CT municipality!  Thank you to all those who actively participated in this accomplishment” said Andrew Tierney, Town Manager for the Town of Hebron.

“Congratulations to our 2018 certified Sustainable CT communities,” said Lynn Stoddard, Executive Director of the Institute for Sustainable Energy at Eastern Connecticut State University, which administers the program.  “We are inspired by your leadership and eager to share your accomplishments in building efficient, thriving, and resilient communities.”

With input from municipal leaders across the state, Sustainable CT was developed under the leadership of the Institute for Sustainable Energy at Eastern Connecticut State University.  The program is independently funded, with significant support from three Connecticut philanthropic foundations.  The founding funders include the Emily Hall Tremaine Foundation, the Hampshire Foundation, and the Common Sense Fund. 

The Town of Hebron and other certified communities will be recognized on October 30 at the Annual Convention of the Connecticut Conference of Municipalities, followed by additional local and regional recognition events in the coming months.

The Public Works Department would like to give notice to the public that a representative contractor of the Towns’ pavement engineer, VHB, will be conducting road surveys throughout Town in the next couple of weeks. This will be a vehicle taking pictures and recording road conditions. The vehicle will have door emblems with the VHB logo, and should not be any interruption to traffic. Thank you for your patience while we work toward our goal of improving the roadway system.

Connecticut Water Company – update

• We continue to explore every opportunity for additional water supply.
• We are currently installing a remote meter reading system in Hebron. We are looking for a site to mount a 10’ fiberglass antenna. Thanks for being open to installing this at the safety complex. Once we complete our propagation study I will contact you to further discuss the specifics.
• We will be extending the water main on the property of Country Manor to the edge of Wall Street. We are planning to install a fire hydrant on Wall St at this location. I will send you a separate email that gives the specifics and the authorization form for the fire billing charges.
• Three pilot wells have been drilled near our existing Hebron Center wells. The output and water quality of these wells is being evaluated.
• We have secured an option to access to property off Wall Street. Our engineering and well drilling contractors have been evaluating drilling locations and the drilling of pilot wells will be initiated as soon as possible. Land clearing will begin this week.
• The Hebron Harvest Fair starts on September 6th and we anticipate an increase in water demand. The fair is not supplied by our water systems, but we anticipate the influx of visitors will likely generate more activity in the community, including at restaurants and retail outlets.
• The mandatory outdoor watering ban remains in effect and is necessary to ensure there is adequate water for domestic use and public fire protection.
