2024 Plan of Conservation and Development
The Planning and Zoning Commission have completed a DRAFT Update of the Hebron Plan of Conservation and Development. The Plan of Conservation and Development (POCD) is required by State Statute to be updated every ten (10) years, and Hebron’s 2014 POCD must be updated by June 14, 2024. The Planning and Zoning Commission have scheduled a Public Hearing, required prior to adoption of the POCD, to be held on May 14, 2024. While minor revisions and amendments (Cover Page, Acknowledgements, Appendix) are anticipated, all five main sections are in final draft form and available for review below.
Section 1. Community Profile – Intended to describe the Town and project future trends.

Conservation Plan & Policies – The Conservation Section of the POCD includes subsections covering a wide variety of areas of concern: Sustainability; Underground Drinking Water Supplies; Stream Corridors, Bodies of Water and Wetlands Soils; Amston Lake; Private Open Space and Institutional Lands; Agriculture and Farming; Wildlife, Plant life and Other Significant Natural Features; Scenic Vistas and Streetscape; Areas of Historical Heritage; Recreation; and Open Space.

Section 3. Development Plan & Policies: The Development Section of the POCD includes subsections on Hebron’s Business Districts and Residential Districts. It is concluded by an analysis of Future Land Use.

Section 4. Municipal Infrastructure: Provides a description and inventory of the Town’s public facilities, the demand on them, and a forecast for future needs.

Consistency with State and Regional Plans: The Connecticut General Statutes require that a municipality’s POCD consider the State and regional Plan of Conservation and Development and acknowledge any inconsistencies with six Growth Management Principles contained in the State POCD. The Planning and Zoning Commission seeks to satisfy this requirement in Section 5.

How can I have Input?
The Hebron Planning and Zoning Commission always welcomes input from Town residents and businesses. The Commission has been working for almost three (3) years to solicit thoughts and ideas from a variety of community stakeholders and the general public. The Commission will hear public input at its regularly scheduled meetings and invites everyone to participate in the Public Hearing scheduled for May 14, 2024. A Legal Notice and Agenda will be drafted a few weeks prior to the Public Hearing with directions on how to join.
